Role Overview

We are looking for a Business Development Manager with strong experience in Business Development, Sales and Government Liaisoning, preferably within the transportation, mobility, infrastructure or consulting sector.

The role requires extensive field travel and regular interaction with government departments, consultants, transport authorities, traffic police, PWDs, ULBs and private mobility/transport consulting companies.

The candidate will be responsible for identifying business opportunities, managing government relationships, tracking tenders, preparing proposals, negotiating with clients and closing projects.

Key Responsibilities

Business Development & Client Relationship

• Identify and pursue business opportunities with PWD, ULBs, Traffic Police and Transport Departments.
• Develop relationships with government officials, consultants and key decision-makers.
• Conduct regular client meetings at urban and district levels.
• Maintain relationships with existing clients and generate repeat business.
• Identify new projects and business opportunities within the transportation and mobility sector.

Tendering & Proposal Management

• Monitor tenders through Tender Tiger, eProc, GeM and other tender platforms.
• Identify and shortlist relevant business opportunities.
• Coordinate with Operations, Technology and Finance teams for proposal preparation.
• Understand BOQs, eligibility criteria, scope of work and competitor pricing.
• Ensure timely and accurate tender submissions.

Field Sales & Government Liaisoning

• Conduct extensive field visits, site meetings, inspections and tender follow-ups.
• Visit PWD offices, Traffic Police offices, Transport Departments and consultant offices.
• Attend pre-bid meetings, project briefings and industry events.
• Build and maintain a strong regional government and consultant network.

Client Engagement & Sales Closure

• Understand client requirements and align solutions accordingly.
• Handle client objections and pushbacks professionally.
• Negotiate commercial terms.
• Drive opportunities through to contract signing and client onboarding.
• Achieve assigned sales and business development targets.

CRM & Reporting

• Maintain leads, opportunities and sales pipeline in Zoho CRM.
• Prepare weekly and monthly sales reports.
• Track performance against targets using Power BI dashboards.
• Maintain market intelligence covering competitor pricing, upcoming projects and market trends.

Required

• Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent experience).
• 3+ years of hands-on experience with Microsoft Azure, including IaaS, PaaS, networking, identity (Entra ID), and governance services.
• 2+ years of experience with DevOps tooling and practices, including CI/CD pipelines (Azure DevOps or GitHub Actions), Infrastructure as Code (Terraform, Bicep, or ARM), and version control (Git).
• 2+ years' experience in infrastructure design, platform engineering, or architecture.
• Strong proficiency with automation and scripting — PowerShell, Azure CLI, Python, or Bash.
• Solid understanding of containerisation (Docker) and familiarity with orchestration platforms (Azure Kubernetes Service).
• Deep understanding of cloud architecture, deployment patterns, and management best practices, including the Azure Well-Architected Framework.
• Experience defining standards, governance frameworks, and reference architectures for cloud platform consumption.
• Strong knowledge of networking concepts, storage configurations, virtualisation technologies, and disaster recovery/backup design for hybrid environments.
• Experience with Azure DevOps (Repos, Pipelines, Boards, Artifacts) or equivalent platforms.
• Familiarity with identity and access management (IAM), including Entra ID, RBAC, PIM.
• Strong understanding of security, compliance requirements, and IT governance frameworks (ITIL, COBIT, or similar).

Preferred

• Experience with multi-cloud environments or hybrid cloud integration.
• Familiarity with GitOps, policy-as-code (e.g. Azure Policy, OPA), and secrets management (Azure Key Vault).
• Experience implementing DevSecOps practices — automated scanning, compliance-as-code, and shift-left security.
• Experience designing monitoring and observability frameworks (rather than just consuming them).
• Certifications — any of the following are highly valued:
• Microsoft Certified: Azure Administrator Associate (AZ-104)
• Microsoft Certified: Azure Solutions Architect Expert (AZ-305)
• Microsoft Certified: DevOps Engineer Expert (AZ-400)
• HashiCorp Certified: Terraform Associate
