Jr. Capture Analyst – U.S. Federal & SLED Government

Location: Hyderabad, India (Hybrid — HITEC City)

Job Summary

We are looking for a Capture Executive with 2–3 years of experience in identifying, analyzing, and qualifying opportunities across the U.S. Federal and SLED Government markets.

The candidate should have hands-on experience working with RFPs, RFQs, RFIs, Sources Sought, IDIQs, BPAs, Task Orders, and other Government procurement opportunities, along with a good understanding of FAR, contract types, pricing methodologies, teaming, and capture processes.

The role requires strong research, data mining, analytical, communication, and AI-assisted opportunity assessment skills.

Key Responsibilities

• Identify and track relevant opportunities across SAM.gov, Federal agency portals, State and Local procurement websites, cooperative purchasing portals, and other bid databases.
• Perform data mining and lead mining to identify upcoming opportunities, expiring contracts, incumbent vendors, contract values, agency buying patterns, and potential recompetes.
• Research agencies, procurement history, competitors, contract vehicles, and prior awards to support capture decisions.
• Analyze RFPs, RFQs, RFIs, Sources Sought, IDIQs, BPAs, and Task Orders against company capabilities.
• Prepare Gate-0 assessments and Pursue / No-Go recommendations based on capability fit, eligibility, competition, past performance, staffing, and other requirements.
• Use AI tools for solicitation analysis, requirement extraction, gap analysis, research, and opportunity qualification while validating findings against source documents.
• Identify potential win themes, discriminators, gaps, risks, and competitive advantages.
• Prepare and maintain Compliance Matrices, Proposal Workbooks, Capture Trackers, Opportunity Summaries, Proposal Calendars, and related capture/proposal documentation.
• Identify and reach out to suitable Prime Contractors, Subcontractors, OEMs, COTS/SaaS providers, and technology partners.
• Identify and engage MBE, WBE, MWBE, VetHUB, SDVOSB, HUBZone, and other relevant disadvantaged businesses for teaming opportunities.
• Support teaming and subcontracting relationships, including coordination of NDAs and Teaming Agreements.
• Maintain opportunity pipelines, partner databases, procurement intelligence, and capture-related research records.
• Track amendments, Q&A responses, deadlines, and changes affecting active pursuits.

Education

• B.Tech / B.E.
• MBA with specialization in Marketing and Finance

Required Skills & Experience

• 2–3 years of experience in U.S. Government Capture, Business Development, Proposal Management, or Government Contracting.
• Experience with Federal and SLED procurement opportunities.
• Good working understanding of FAR regulations and U.S. Federal purchasing processes.
• Ability to differentiate common contract and pricing structures, including FFP, T&M, Labor Hour, Cost-Reimbursement, IDIQ, BPA, and Task Orders.
• Experience with opportunity qualification, Go/No-Go analysis, compliance matrices, and capture documentation.
• Strong data mining, internet research, and competitive intelligence skills.
• Ability to research incumbents, contract history, competitors, procurement trends, and potential partners.
• Strong written and verbal English communication skills.
• Experience using AI tools for research, analysis, solicitation review, and Government opportunity evaluation.
• Ability to manage multiple opportunities and deadlines simultaneously.
• Willingness to work 2:00 PM to 11:00 PM IST.

Preferred Skills

• Experience with SAM.gov, GSA, GovWin, HigherGov, BidNet, state procurement portals, and similar Government opportunity platforms.
• Experience supporting an IT consulting, staffing, software development, cloud, cybersecurity, AI, or technology services organization.
• Familiarity with socioeconomic programs including 8(a), WOSB, SDVOSB, HUBZone, MBE/WBE/MWBE, HUB, and VetHUB.
• Exposure to structured capture or proposal methodologies such as Shipley.
