Is user experience > design or is a balance a better way to go about it?

.The best designs are generally subtle and minimal. What would you give more priority to user experience or design.

Both the components are very important for the App. UI is what user sees. That is the first impression to the user. A neat and good UI will help your app live. (The Looks of a car, both in and out)
UX is how user feels and interacts with the App. Howe difficult or easy is to find a button, menu, item. Its more about how many interactions the user has to do before reaching the desired section/topic/page and How easy or difficult it is to find something in the App/page. Try not to make a user learn something just to use the App/Page. (The drivability and confort of the car)
Both are equally important and decide whether the App lives or is deleted. Whether the user will visit again. And since both the components are different, i dont thing there is a balancing act that can be done on the two.

It depends on the use case. If its a complex product, then more weightage should be given to the user experience. 
If its a product that is fairly simple to use then you can give more weightage to design.
In general there needs to be a balance and as a designer you will get into the minds of the users and design accordingly.
